CCTV with Firearm Weapon

Good day to all I am graduating student in information technology, I'm planning to propose my project. This will call CCTV with firearm built in. Would it be impossible to build this kind of software? We see lots of crime in the CCTV but we do not do any action because of late response that's whay I want to develop a system like this. Anyone want to help is very big help for me. Thank you
