Having Hard time in deciding Thesis Title for IT

Hi,good day.Sir/Madam. New lang po ako dito,sana po my makatulong sakin in my thesis.I'm a 4th year BSIT student po and now starting to create my thesis but I'm having a problem deciding what would be the best thesis or title should I do. yung idea ko po is about sa billing ng NORSAMELCO(an electric cooperative dito sa amin)which is pag reading po ng kuryente dapat my mareceive na text yung consumer na ito yung babayaran nila...help naman po ng pag create ng title usinh this format: 1. On The... 2. A Study... 3."ing"-for the first word of the title 4."ness"-for the first word of the title SALAMAT po sa tulong.
